most likely a leftover item due to gamefreak's haste in releasing the games. even soaring was most likely mean to be a feature in x and y, but they didn't have time to do it, hence the leftover 'sky trainers' in awkward places, as well as the latiosite/latiasite that is the only accessible mega stone in x and y that is originally received in oras. even looking at the map structure of kalos, you can tell that there are a lot of spots that were meant to be accessed via soaring, that's just my theory though. oh yeah, i didn't mention the powerplant that was OBVIOUSLY meant to house some sort of legendary mon cough volcanion cough, as well as a bunch of other shit that was meant to be in the game like the castelia cone, travel case (portable cupboard that can be used to customize your characters look anywhere) etc etc.. it was an unfinished game, simple as that, this, people, is why you don't rush a game.
