The games only show what can directly pertain to the player's journey--that's why the cities are relatively small and every single fucking person lets you into their house: it only shows the buildings that have trainer-friendly people in them. This is practically canon, what with that road you walk under in B/W that doesn't lead to anywhere. The other roads just weren't as important for whatever reason.
It only makes sense that there would be some other kind of transportation. So, to get back to the point, you should just take the fucking tram and catch a shitmon already.
