Serious answer: I don't think there actually was a champion before Blue.

Lance's dialogue in R/B/G/Y/FR/LG implies that just beating the Elite Four would have made you the top trainer.

Really, it seems like the Kanto games was the first two trainers both beat the Elite Four around the same time.

When Blue beat Lance, the 1st member of the Elite 4 was immediately fired. If Red had kept his position as Champion, Lorelei would have been fired.

That sounds like no one had ever beaten the E4 before, so there was no champion before Blue.

There is an invitation to the Pokemon League on Oak's desk in the beginning of the game, that should imply that the league recently opened or re-opened for current challengers

There was no champion. It's like any sport, there can only be one champion per season and there's one season per year (Thus one champion per year). Usually, the winner is whoever gets 8 badges and defeats the Elite Four before the end of the season. However, in cases where multiple trainers manage to do so, they must face each others to decide the true champion. If the champion was required to stay at the league, how do you explain all the other pokemon games where you see the champions multiple times away from the league? Do trainers have to wait for them to return before trying to fight the league? Of course not, the reason is that those champions aren't champions yet, just like Blue. That's why in every pokemon games, you see the champion multiple times before reaching the Elite Four. They're not champions yet, they're just trainers collecting badges. They all beat you to the prize like Blue did.

Lance was the Champ. Blue beat him and took over as Champ.
Lance went back down to last member of E4, Agatha went back down to 3rd, Bruno to 2nd, and Lorelei to 1st.
Original first E4 member was kicked out.

Agatha was too old so she retired. or changed her name to Bertha and moved to Sinnoh
Blue wouldn't accept being second best to Red so he left the E4.
Red left so Lance went back to Champ and Bruno stayed.

This leaf 3 empty spots. Will, the original 1st member came back but was still the weakest so he remained the 1st member. Koga left the gym to his daughter and became the second. Karen came in and battled Bruno for the 4th spot which she won.

i once saw this theory that the elite 4 was just 4 members, with the last being the leader without a champion. when someone beats the elite 4, the last member is kicked out and the challenger becomes the new leader. you went to the pokemon league and beat the elite four, but were just a few minutes behind blue so lorelei wasnt kicked out yet.

The real question is:
What happened to Agatha and Lorelei in G/S/C/HG/SS?

On a side note: Agatha clearly knew oak, and said that he was a sissy for stopping being a pokémon trainer and becoming a professor.
They probably traveled together like Misty and Ash.

Check Professor Oak's PC at the beginning of the game and you can read an email he's received from the Pokemon League saying that the Elite Four are now accepting challengers.
Keyword being "now". Even being able to fight them and win was a very new thing at the time Blue did so.

I think the E4 should have been something which only existed in Kanto/Johto. They should have come up with some other final obstacle for Gen 3+. At least call it something else. It was clearly a new thing in Gen 1 and it could have just been a regional thing. Further evidence Gen 3 was noeffort

At least Gen 1 had the excuse of lack of diversity. Sinnoh even took it a step further and put pokemon that didn't match their leader's type on their teams.
Hoenn has a tiny regional dex and its bosses remain the easiest out of every generation.
