Its usually a pretty good idea to pick the Fire starter since all regions besides Unova have a horrible selection of Fire Pokemon to catch ingame. Also another good reason to pick the Fire starter is because usually the Water and Grass starter are outclassed by other Water and Grass Pokemon you can catch in the region.
