Less speed, base 60x2 is already fast enough to out speed everything except Deoxys-S.

Modest base 60x2 maxed is Timid 150 base maxed.

Less attack, why waste an extra 20 stats on attack if you already wasted 10 on SDEF?
It has an ability that doesn't boost damage and no item, off 140 base attack that is pretty bad if M-Heracross isn't good.

Am OP, I tried to make it Gamefreaky for stats. Can't have him be to godly, you know. As for speed, I wanted it to still have some speed outside of hail. To be really stronk, he would have 161 Spec Attack, 113 Defense, and 126 Spec Defense.

Problem is that 90 speed is shit, it won't out speed anything notable outside of hail anyway. You're basically wasting like 60 stat points, game freak at worst usually only wastes 10-25 on defenses or the wrong attack stat if they're not doing the "make it a mixed sweeper" thing.
