What happened to looker in ORAS?

I think that Looker washed up in Hoenn after the battle that cost his Croagunk's life. He lost the battle and they threw him into the ocean, thinking that he'd drown.

They mention it in the Looker missions post elite four in x and y. It's why he doesn't use pokemon.
