Aggron is pretty good, I would give it a Jolly nature so it can outspeed more things but it's ultimately up to you. You should also consider giving it Sturdy over Rock Head, cause sometimes it won't survive super effective hits, even with it's great defense. In that case, you would have to change the moves though.
That Kingdra is pretty neat, I feel like it should Outrage on there for the extra power, though. Also, consider a jolly nature to be able to outspeed more things at +1 (notably Mega-Sceptile, Mega Manectric, Mega-Lopunny and Mega-Beedrill, as well as +1 Gyarados and Scarf Heatran)
Cacturne is okay. I feel like it's trying to do too much on one set. I would max it out it's speed and replace Spiky Shield with another attack, or Substitute. I'd probably change the item too. Destiny Bond can stay, but you want higher speed in order to use it effectively. Cacturne's best use is Sucker Punching fast things: if you want a completely devoted Leech Seeder with Spiky Shield, use Chesnaught.
That Xatu's EV spread is ganky. It doesn't need Special Attack EVs, dump em into HP. Without bulk, Roost will go to waste. Either that, or replace Night Shade with an attack like Psychic or Psyshock.
Chandelure is a scarf set with 2 status moves, which isn't too good. I would either:
>drop Will-O-Wisp and replace it with an attack like Energy Ball, replace Hex with Shadow Ballor
>drop Choice Scarf and Trick, replace Trick with Sub or another attack, give it Leftovers or somethingAlso, Heatwave is generally outclassed by Flamethrower and Fire Blast in singles.
