Feraligatr is just Gyarados lite for this reason but he does have advantages, namely that he only has two weaknesses and none of them are quad weaknesses.
If Feraligatr had sheer force, he would actually have something that would differentiate him from Gyarados since it would make him more powerful than regular Gyarados for the moves that get affected by Sheer Force.
So basically if you're going for efficiency yeah go for Gyarados.
