What Pachirisu can do was known to any and all players which faced it. However, most players were prepared for Amoonguss in their teambuilding, and even if they were aware of what it could do, there was only so much they could do about it.
Pachirisu, as this anon says, is not an ebin anti meta strat, but simply something he chose because he was smart and knew the time was right to use it, nothing more. The best players are neither ebin nor they copy and paste teams. They simply use whatever works, if it's the most used shit this year they'll use it, but if they see an opportunity even if it's from a mon that works only in a particular set of circumstances they will not hesitate to use it either.
As for why the doubles metagame is the meta of choice in all tournaments is due to the tactical diversity it allows without pulling too heavily from time. Decisions in each individual turn matter far more, and the way the meta is going it favors less and less defensive tactics in favor of flashier KOing styles and more aggressive reading.
In the end what makes doubles way superior to singles is the e-sports like scene surrounding it. Playing singles is, at the end, something you do on showdown, whereas VGC tournaments are done live and in real life, with prizes, trophies and glory at stake.
