I've always understood it to be that if, for whatever reason, there was a confusing during the process ('oh shit I didn't want to do that') then it's potentially reversible if the person that activated it started discarding first and the other player is okay with it. The other player is less likely to agree if he just discarded a bunch of cards and essentially revealed part of his hand to his opponent.
