The reason you should do emulator RNG jobs on RS/FRLG instead of Emerald is that Emerald is restricted to a seed of 000, limiting the spreads available to you. Under emulator conditions, you can have any seed you wish, and should use FRLG/RS instead to have access to the largest amount of spreads possible.
