Would the Normal type be considered in any instance a legitimate coverage option?

For example, Mega Gyarados gets Waterfall and Crunch, but also is torn between Ice Fang and Earthquake for a final move option. However, both don't grant perfect coverage. If Gyarados used a normal type move over them, then he gets unresisted coverage.

But is it in any way practical?

People use return all the time in physical sets. If you're looking to be able to hit anything for at least neutral damage, a normal move can be really useful. However, you might want to have something more specific to the counters you're likely to see. A lot of what determines which is better is preference and luck, really.

Also you don't always have to run both STAB's. Try out some other combinations with just one STAB and see if you find the coverage you like.

In the gyarados scenario you don't want to hit every pokemon with return, it won't kill everything even at +1, you want to get rid of gyara threats, in this case, balanced dragons with ice fang and balanced rotoms with moldbreaker eq
Normal type is only used as powerhouse stab or utility moves like fake out or quick attack

Disregarding Aerilate/Pixilate etc, it's obviously worthless for SE coverage but with STAB it's not bad for neutral.

Normal / Water is (or was, not sure if it's still the case) great for neutral coverage. If you get STAB and your raw attack stat is good enough (or you're using boosting moves) neutral coverage may be all you need.

Long answer: No, because you want your coverage moves to beat specific targets by dealing super effective damage to them. You should only worry about perfect neutral coverage in-game, because a non-STAB neutral move isn't doing jack shit, probably granting you a 3HKO at best, which is worthless. Something like HP Fire might seem shit by itself, but it's important because it destroys things like Scizor and Ferrothorn, and therefore is much more important than some other move that gives you better neutral coverage but worse super effective coverage against important threats. Physical attackers only run Return as coverage if they have absolutely no other viable option (e.g. Klinklang).

Normal is decent but you shouldn't give it priority to other moves unless the following are a thing:
Lack of type coverage moves, lack of movepool (slurpuffs an example), if the -ate abilities boost it, if you get STAB from it or if it has something to help you out like quick attack.
