The whole tiering system they set up inhibits players from using new and powerful builds. Basing tiers off of usage means that pokemon people like to play (ie everyone's favorites) are sequestered in their own little realms. So rather than making pokemon builds that trade off between coverage and support and whatnot, you have a handful of builds for a scarce few pokemon designed only around countering each other. Smogon overcentralized their own meta.

you're aware you can use anything in in a tier below the one you're playing in addition to pokemon in the tier you're playing, right
