By the original Wizards of the Coast game standards this card is actually ridiculously good. It's much more color dependent than Scyther but it's just as fast and That psyshock move gives it some options.
I wouldn't have believed Chris Chan could come up with a card like this, the design is actually interesting. It's pushed in just the right ways.
