you need a Dawn Stone to evolve it
it needs to be male to evolve it
the only Dawn Stone you can get without grinding is just before the Elite 4, at the end of victory road
That means you're stuck with a Kirlia until then
Kirlia doesn't learn moves that are useful to Gallade so you will be stuck with shitty special moves if you don't have heart scales
Gallade also doesn't have really effective stats, and its mega stone is postgame only
