His plan was to create more land basically for real estate. However, unlike Maxie, Lex tried to create a new continent that would at the same time destroy half of North America in the process.
Because everyone would be waiting in line to throw their money at Lex after he wiped out half the population of the US instead of sending in a Seal team to take out him and his three/four henchmen.
Also, the landmass was made of a rocky crystal that probably wouldn't be prime real estate property anyways because it was pretty ugly. And it probably wouldn't be a good foundation for buildings or be able to support any plants or wildlife.
