If you can predict an electric move, switch in Emolga to give it a boost of speed with no damage, then use Encore with your boosted speed. 4/5 times they will try to attack you, and end up using the electric move again because your Encore is faster, giving you another boost.
From then, you can Substitute when they make their inevitable switch, and then Baton Pass to something with crazy bulk or stupid attack that could use a speed boost. (Like Mawile) or Baton Pass pass immediately to another Pokemon. (Chances are your opponent will switch this round too, so you can often do this with no damage.)
If your opponent doesn't have any electric-immune Pokemon, if you have a Substitute up or have them Encore-locked because of above, you can also use Thunder Wave to paralyze whatever they try to switch in.
If you are in danger, Volt Switch or U-Turn your way out of there.
You can also do a simple Toxic Stall with Substitutes and Roost... But that only works in very specific situations.
