A TM that otherwise sucks, except on a certain pokemon/type/ability.
There happen to by six pokemon with that.
A TM that, when used with the previous TM does something INSANELY cheap.
A TM that heals/defends/etc.
A TM that blocks the previous TM.
Now, let's say, by chance all six of these can learn these 4 TMs. Pokemon literally just became rock paper scissors. Use the second TM, then the first. Either they died, or used the third TM. Then you back and forth between the third and forth TM to still/kill.
I'm sure this scenario is actually possible with the TMs we have, since Protect could easily be the third TM, and can be learned by everyone.
