Just because it's not top tier OU, it doesn't mean it needs "fixing".

It's still OU viable. It's got decent stat distribution, a good movepool and a great typing. Its fine.

This is the only real gripe I have with it.

Seriously, Defiant/Competitive are both decent abilities this gen, too. Milotic's the only special Fog-blocker, but Empoleon would be far better suited for that task.

They didn't fuck it up. They realized it'd be mediocre as water/ice and decided to give it steel instead. It has the natural ability to break through ice to go along with its concept of it living in polar regions.

It only really needs some form of recovery, its got the solid bulk and special attack, supportive moves in rocks, scald for burns, defog, roar, etc and all it would need is a way to constantly keep healthy so it doesn't just get worn down with only lefties to rely on.
