It just means they actually designed something based off that specific Pokemon. Any other Pokemon get the generic silhouette.

Each pokemon has the same animation every time. Some pokemon like Pikachu, Roselia and SKitty has unique models, but most share their model with others, like most bird pokemon has two flapping dark wings.
