Technically, any of the 11 eventmon aren't actually allowed to be traded on the GTS. But they found a way around that for some eventmon such as Victini and Darkrai, but it doesn't work for events like Mew, Genesect, or Arceus. They can only be traded via the GTS if they have
1) Had their special ribbon removed
2) Had an event for Gen 6 (thus giving them the blue pentagon)
We have tried to get Genesect to go through by removing his ribbon, but since Gamefreak hasn't done a Genesect even for ORAS or XY, it won't work.
