So, just how much better would Milotic have gotten if it had been given fairy? Not that Milotic is bad by any stretch but it just seemed like it would have fit nicely and would have made up for the slap in the face it got with the Cute Charm HA

Milotic's mono typing is what kills it. It has a really good mix of bulk, power and Speed, two great abilities, and a decent movepool (with fucking Recover, no less). Problem is, it's just a generic Water type. It has no outstanding quality that gives it a niche in OU, it's just another Water type.

Fairy typing would have fixed it. Would have made it great, actually.

It would've been great. Water-Fairy is great typing, and if it had gotten say, Mutiscale it'd be one of the best bulky Pokémon.

I REALLY expected a Mega Milotic. Also Flygon because it's the only Hoenn Dragon without a Mega, though I have no strong feelings one way or the other.
