are you trying to say that you run around in kanto like you did in hoenn? because in that case kanto is a new region where you can't fly, whereas in hoenn you can just fly to progress plot. in terms of itself delta episode is very plot heavy and lacks the exploration that kanto gives, though most people explored the new pokemon after the kyogre/groudon thing, so it's more like a seperated postgame, like i mentioned earlier.
