Torkoal's shell also looks more substantial than Magcargo's which is implied to constantly burst open with flames from time to time.
Before you guys talk about how terrible the typing is, that's kind of irrelevant to the monster's design and idea. It would be like retyping Meganium to Fairy/Steel because that's a better typing for it.
