You can't forget that there are many different ways to play Pokemon and many different reasons for playing Pokemon, and not all of those involve balance or competitive play (or even stats full stop).
If you're playing single player, stats are utterly irrelevant as long as you're willing to put in grinding time to make that weak mon strong. If you're playing to collect your full living dex or get shinies, stats are likewise literally irrelevant. Lots of kids contribute money to GF by getting their parents to buy them the game, few of them will care about stat spreads.
Even in VGC Doubles, GF's own competitive format, stat spreads are still only one factor in how good a mon is-one must still consider the movepool, typing and ability of the mon as well as the meta. Right now Kangaskahn is still a big thing, so Intimidate and burn are very popular; the common use of Intimidate in turn is strengthening Bisharp, making it an extremely good choice despite its lack of minmaxing. I won't speak about Singles as I don't know much about it, but I'm sure it's the same there.
tl;dr: Not all that many people give a fuck about stats, and even among the competitive crowd stats are only one of many factors. To say that the pokedex has "flab" is missing the point.
