That doesn't seem like it would really fix blastoise at all. What would it be good for besides rotom? Any other electric type would be faster and OHKO you. And if it really is just for rotom, just give blastoise a Nature Cannon.

That fixes basically Beedrill's biggest problem, keeping offensive presence while having no defense to speak of.

Which would probably push him to ubers at that point because it would just basically make him immune to revenge killing. But then again I could see game freak doing that as a bandage fix to talonflame anyway.

I don't even know Pidgeot's actual problem so I'm only basically guessing here that +3 hidden powers into its moveset along with a way to use normal STAB would help.
