In fact, most trappers play very similar roles despite having wildly different stats/movepool/etc.. because ST in particular has an incredibly specific function. That excessive offensive potential doesn't come into play as much. Having that much strength makes for good wallbreaking, sweeping, etc.. but in the context of a trapping role, 90% of the time a trapper will be outright killing a pokemon as soon as it traps. That excessive offensive prowess becomes a lot less important, *unless* that offensive power comes into play with sweeping as a result of that trap. However, speed is just as important to offensive presence as the actual offensive stats are.
Looking at their speed tiers and movepools is more important to determining their roles. Chand is faster, yes, but 80 isn't exactly good. TrickScarf would be the best set you could use on it.
Remember, a trapper is at it's most broken when it can flawlessly come in and trap, and/or set up a sweep via the trap. Chandelure has problems with both of these things, being too frail, weak to common things, and way, WAY too slow to sweep.
Chandelure would likely funnel more into a role similar to Gothitelle as a result of these factors.
