Knocking Hoothoot out of trees in the morning in the original G/S or Weedle/Spearow at night seemed like a nice enough system. I have no idea why they scrapped it entirely.
Even simply making daytime pokemon rarer as opposed to removing them entirely at night would have been preferable. They could have been more creative and say, had made Poochyena and shit available in caves at night.
