Let's say you raise your Pokemon from first stage to third stage in a month in-series right after it hatches. Is it considered a baby or an adult? If a Pichu or Mudkip never evolves is it always a baby? What about mentally?

Shitpost aside, i dont think age works the same way for pokemon as it would for a person. Maybe after a certain amount of time a first stage poke evolves regardless of training.

Age is what matters.

You can have a wise old-man tier first stage mon like a retard babby Salemence.

Though in the actual world setting training a pokèmon and achieving its evolution is supposed to be really hard, but you know, gameplay issues.

As I recall, it takes the protagonist a year to do their journey. I think it was said by the TVs in gen 5.

That would mean that going from a level 5 starter to a fully evolved Pokemon around level 60 would take about a year. You don't necessarily have to use your starter, but the franchise encourages it, so it makes sense for this example.

Technically a pokemon is sexually mature at the moment it hatches if you go by in-game mechanics.

If you go by anime, you have pokemon that are freshly hatched that maintain a toddler-like personality throughout their appearances, even though they evolve such as Ash's Phanpy/Donphan. There's also Ash's Scraggy also acted very differently compared to other freshly hatched pokemon. Then you have that really old surfing Pikachu in the first season, and pokemon such as Magikarp or Onix that aren't treated like immature forms of their evolutionary forms.
