The route ending in the middle of the ocean is supposed to lead towards a large shipwreck you can explore. Or something plot related, I dunno. In any case, this route is the main "Dive" route with lots of coral reefs and shit to explore.
Fun fact: you don't actually surf to that island. You're supposed to take a blimp in the big city on the right of the map and fly there, but due to evil team stowaways the blimp crashes on the edge of the island route. You then go through the jungle/volcano to the island city where you get Surf, from which you can leave the island back to mainland. The island is probably my favorite part of the region since I love jungles and it has a very large amount of pokemon endemic to that island.
