Overall it's probably the weakest, yes, but weakest among a list of good pokemon is still good.

Being UU=/=bad. It's got viability niches in OU. I'm sure you'll see some people shitpost "hurr not S rank OU goodra a shit", though.

That being said, it could stand to get a few buffs here and there.

Or a bit slower. Base 80 speed it's kinda awkward. Too slow for regular play, too fast for a trick room team.

It doesn't need to be dragon/poison, the whole point of goomy is that it doesn't look like its type. They just need to make it more slug-like like its previous evolutions, only being vaguely dragon shaped. Honestly, if they removed the stupid eyes and made it tail coil like a snail shell, it would be passable.
