Sure, in some -fanart- Roxie looks clearly younger that Rosa and in other -fanart- its the other way around.
I am stressing the fact of fanart so much because thats what it is, someone elses head canon.
I'm drawing my conclusions for their age based on general knowledge of how the pokeworld is thought to work.
Age ten has been the standard age to leave home on your journey every time age has even been brought up with relation to anyones journey.
If it differs from region to region then Rosa/Roxie still would have left home at whatever age is normal in Unova.
As I said before, Roxie is already a successful rockstar (Does not really ever happen overnight.) as well as a gym leader. (Which also does not happen overnight.)
I just can't throw out everything that points to Roxie being older than Rosa in favor of no evidence (outside of -fanart-) that props up the Rosa>Roxie side.
