Whenever GF creates a Pokemon, do they really work on their worth in battle, or is that something the players discover and the creators just add something to pad out the roster?

I can't speak for YuGiOh, but that is WAY off base for Magic. There are times when they get some stuff wrong, but the developers more or less design the magic metagames from the ground up. They go as far as printing cards specifically to target particular formats and steer them in a certain direction.
