It'd be pretty insane to invest in a product useless outside of one territory.
If Pokemon were managed by regular-Nintendo, the sponsors of many a poor financial decision, I'd be terrified at the possibility that the game never gets a console release.
HOWEVER, whoever makes the business decisions at TPC apparently actually likes money, judging from stuff like the TCG Online and the lack of a suicidal obsession with novelty, so I feel like we're pretty certain to see a console version.
