So why isn't Pidgeot, Camerupt, Swampert and the likes at OU usage? Because they aren't as good and consistent. It's not about Sceptile actually making OU, it's just proof that it's easily usable, whereas Serperior needs tons more support in the higher tiers (aka not a watered down metagame with ~100+ Pokemon banned).

Sceptile makes up for its grass type by being an obscenely fast dragon that can't be crippled. Serperior doesn't have that. I'm happy that it got out of PU, but don't delude yourself.

It's not efficient enough. Metagross is better off attacking twice than using Hone Claws and then attacking. If it could boost Speed or either Defense at the same time it'd be a different story.
If Metagross ever gets its claws on Shift Gear, though, watch out. Uninvested Megagross would outpace +1 Jolly Mega Sharpedo and Modest Scarf Tornadus-T after a boost, so you'd have no reason not to pump points into those 80/150/110 base Defenses instead.
