The reason it has perfect accuracy and ignores Acc/Eva buffs is similar to with FSNs version of the move (

This is why things like Aggron can learn Aerial Ace. The Pokemon isn't flying or even doing anything in the air, it's just slicing with a long object multiple times extremely fast from different directions.
Of course, that doesn't explain why Diglett can do it, but that's a running joke
