I don't get it

If Lucario is so popular and the marketing team tries to make it relevant to the franchise, why not just give it to Ash?

Now they're just giving random people (I'm thinking of that idiot who defeated Ash in the league) a Lucario, a Pokemon that is supposed to feel like an extreemly rare Pokemon or a very mysterious one at least since the 8th Movie.

Well Lucario has been treated as special solely based on popularity. Think of him as the "cool" one every franchise seems to have when it comes to their mascot.

People know Pokemon first up front as cute and cuddly, this isn't to say that Lucario isn't possible as being that. However, when they portray him, it's usually as one who is more warrior-like or trying to be somewhat serious.

That and people like dogs. Lucario is a canine so to speak.

Also giving it to ash would ruin Lucario in the sense that he just wouldn't be as special anymore.

TLDR: Lucario is popular and they see him as a side mascot, people need to get over it.

If they gave Lucario to Ash, they'd have to write a bunch of episodes with Lucario losing all the time and only redeeming itself later against team rocket or something. It would tarnish Lucario in fans' eyes. Ash already can't travel with Charizard with the excuse it's in training so it doesn't have to party up with Ash's sorry ass. Every time he comes back, it's already after Ash has lost so Charizard is gonna come in to save the day then it can go back away because the league or Frontier is over. Ash wouldn't have an excuse like that with a newly caught Lucario, especially since the only reason to get one in Gen 6 would be to make it mega

Giving it to Ash would run the risk of it overshadowing Pikachu.

Lucario works best as an occasional "rival" Pokemon.

Because it could overshadow Pikachu. Also it's not gen 4 anymore.

Lucario has been a thorn in Ash's ass for two regions, he finally beat it in XY.
