There are a lot of different metagames, they're called "tiers" and are defined by usage and viability.
The tiers are:
OU-OverUsed
UU-UnderUsed
RU-RarelyUsed
NU-NeverUsed
LC-LittleCup
Each tier has a banlist, something banned from a superior tier is also banned from the lower tiers.
For example, most box legends are banned to a tier called Ubers which is were the strongest pokémon are:
M-Salamence, Primal Kyogre, Primal Groudon, M-Mewtwo, etc.
These pokémon can't be played in OU nor any lower tiers because they're too strong for those tiers, nonetheless, you can play with them in Ubers.
This tiering system exists so weaker pokémon have a place where they can shine, for example, Jolteon, he's likeable and can has its niche uses as a fast sweeper, however Raikou does what Jolteon does, but better, since Raikou can take some hits and setup. Thus, if only one tier existed, Jolteon couldn't be used or would be dumb to used, since Raikou exists. However, with the tier system, Raikou is only playable in OU, because he's strong, allowing you to use Jolteon in UU and below.
However we must say that you CAN use pokémon from a lower tier in a superior tier, for example, you can use Articuno in every tier (since it's the weakest of the weak).
