It has the speed and some natural bulk, thats given.
Its attack however is pretty lackluster even with sheer force and hasn't got much to boost that out of maybe work up. What moves it can use to abuse Sheer Force have pretty shaky accuracy and don't hit that in high base power in general, even its main STAB in rock climb is only 90 base power and 85% accuracy which is still pretty underwhelming. If that was meant to make tauros OU then something like Darmanitan would easily be there before it.
