Pokemon world almost looks like a utopian society

>One single police officer in every town
>Very little visible crime
>No one seems to have a problem with 10 year old kids off going on extended adventures across the world without adult supervision
>Pokemon centers don't charge any money for their services
>Only one known human hospital which appeared to be almost completely empty and the doctor was found sleeping on the job

Strangely though criminal organizations like team rocket still exist in this nearly perfect world although their crimes are usually just what we would consider animal abuse.
