I want to try to make a non-autistic pokemon rom hack with a decent and fun storyline. I kinda want to work with Gen 2. I have no romhacking experience, however. Where do I start?

Making ROMhacks is inherently autistic, OP. I suppose there are lesser offenders, though. But that usually involves little to no story/gameplay change.

It's still by far the best option for someone who doesn't know how to romhack.

You can make stuff with it that looks damn identical to the actual games.

Get yourself some basic Gen II Map Editing and Script Editing software. There's quite a few programs that do that sort of stuff lying around on the interwebs, and they tend to be pretty intuitive, so once you've gotten the basics sorted, you can start editing trainers, Pokemon, moves, etc.
