Normal rules set everything to level 50, allow for as many of the same species as you want and as many of the same item. Flat lowers things to level 50 (but does not raise them) and has both the species clause and the item clause. Also normal is always 6v6 (I think) while flat is 3v3, 4v4 or 6v6 depending on the format.
