That's how it reads to me, the Japanese are just too fucking polite to voice their displeasure at a boss's decision. If that happened in the US, the creators would be open with why it happened that way and not make excuses.
But it comes down to the fact that the game was rushed to make the holidays because the higher ups care more about money than a quality product. They shoudn't be so careless with remakes though. Remakes bring back those with nostalgia, even those who haven't touched a Pokemon game since they played them as a child.
I'm more forgivin to a brand new game having problems than I am with remakes. If you're remaking something, you already have a formula that people like. Expand upon it, don't diminish it.
