While I agree that the whole point of picking HP is to get useful types such as bug or poison, rest and roost are staples on this set. You can use roost when you don't need full recovery, and rest when you lost too much HP or are affected by a status effect (such as sleep).
Pro tip : if you use a pecha berry, you can cure poison and spare yourself the need of using rest, but it will only work once !

This is actually not a completely terrible set with the right team mates. Shedinja's job is to start up a sandstorm and die between turns so you can bring out Sand Rush Excadrill or Mega Garchomp or something to clean house as quickly as possible. Compared to other Sand setters, Shedinja has the distinct advantage of being able to switch in on SPECS STAB HYDRO PUMP IN RAIN spam with impunity and doesn't need to spend a turn switching out.
Double-Edge is your strongest move, Harden helps Shedinja last longer, and Final Gambit is always a nasty surprise. You could be a faggot and run Agility/Swords Dance/Baton Pass in the last slots, of course.
