I dont think there truly is a worse gen. Each gen has their own faults and a lot of those faults come down to what the player personally enjoys.
My personal favorite gen was the 5th gen. I found myself loving so many of the designs. The story was kind of interesting, or at least interesting for pokemon. Really stories are never deep in pokemon its just a child beating an evil organization and becoming the very best, and while I would never call 5th gens story "deep" it was interesting enough to catch my interest while still enjoying a journey with a new batch of 150ish pokemon to choose from.
Of course on the flip side, I actually hated the sequels, though I have only my same to blame for that. I played through pokemon white several times, trying out new pokemon each time so when I got to the sequel, I was starting to get bored. But my biggest quarrel was the story was just trying to hard to suck me in. All I wanted to do was have a pokemon adventure, catch pokemon, beat gyms etc etc. But every new town or even route I went to, I was sucked into this big story I really cared nothing about, forced to listen to characters trying to pull me into their plot that I pretty much already knew.
Its actually for that reason I enjoyed 6th gen so much, back to a nice fun adventure with no massive complex story, just a shit ton of available options for pokemon.
I dunno, like I said, I dont think there is or ever will be a definite answer for the best gen, because so much of it comes down to personal preference. And to be really fair, anyone who cares enough to demand their favorite gen is the best and any other gen is absolute shit, is probably taking the game too seriously. Just have fun.
