Also, Suicune fits that bill, bar being a Fighting type obviously. It's interesting to see a quadrupedal, projectile based character in a game like that. Fighting games are generally pretty restrictive with body types, so a franchise like Pokemon is the perfect chance to try something different. Why not take that opportunity?
Furthermore, people shouldn't expect obscure pokemon like primeape to make it in. If they're in, sweet, but there are way more pokemon with way more popularity that they'd want to appeal to instead. It's not like they can't make something interesting out of a pokemon simply because it's popular, after all.
