I guess it was because they used to be rare, mysterious and other shit.
Now I don't know, since they spam Dragon typings to death, just look how many Mega Evolutions that are part Dragon. It's nothing like how it used to be.

But yeah, they're not rare anymore. The real reason is that dragons have always been fucking cool, and they sure are more interesting than say, pink blobs (Ditto, Wigglytuff, etc) so they're at an advantage right there.

But with Lucario being one of the most popular pokemon of all times, your generalization is incorrect anyway.

Fairy did nothing to prevent dragon types to rule the metagame.
The only thing they did was nerfing Outrage, but Steel is more responsable for that.
