Imagine, hypothetically, that ubers was split into two tiers, high ubers and low ubers with the following lists:

Tierring in general is a stupid notion because whatever was closest to the top of the tier becomes the new broken thing that creating the tier above it was meant to remove.

It's cool if you have a discernible gap between each tier and the number of tiers is minimized but further division is stupid.

I know Primal Groudon literally fucked up the latter 2 completely, but it doesn't stop them from being good

Reshiram is fucking garbage in ubers. People whine about things like Greninja and even fucking Blaziken "not being good enough for ubers" when Reshiram is outright unviable in ubers, or at least much worse than anything that's been banned.

Sometimes I think Reshiram could be okay in OU, but then I remember he has 150 SpA, and a decent enough movepool.

At least he still does okay with a scarf. Still outclasses by Kyurem-White, but he can wreck things if your opponent isn't expecting a scarf.

Being a slow dragon is a huge liability with Xerneas and Mega-Salamence running around. He gets walled to hell by Calm Mind Arceus variants (Especially Fairy Arceus and Water arceus), Lugia, and Ho-Oh. He doesn't deal with Kyogre well, and he's outclassed by Primal Groudon and freaking Blaziken as a fire type. No matter what niche you are trying to fill with Reshiram, someone else does it better.
