You know something's movepool is complete shit when that move makes it into a moveset. Not even Kyu-B had it this bad with its physical movepool.

It's because it is part Flying type.
Any other pure Normal or monster/land group Pokemon from Gen1 to Gen3 had the privilege of being gifted with a huge multi type movepool.

Honestly if Hyper Beam and Giga Impact are viable on type changing ability Pokemon and Slaking as well as Porygon-Z I don't really see what is the problem with Pidgeot.

However, while this shitmon can't have lot of moves while sharing the Normal type, I'm surprised it can't learn at least Hyper Voice with Uproar already avaible in its movepool.
