Of course it's usable. You can clean anything that you can clean with a pressure washer with it, scare the little shits in your neighborhood, have it use rain dance to help your garden grow, and, if shit goes down, have it make clean water for you in a disaster situation.

Minmaxing or ignoring redundant stats is what it needs, like Beedrill did.
Serene Grace for the most obvious reasons, Adaptability because of the real life inspiration (just saw a doc about this fish today and it does fit it very well).

There not broken, yet not a complete disaster in singles like Mega Banette or Mega Glalie or worse Mega Camerupt.

It has precisely one niche: providing Tailwind while redirecting water attacks.
So basically use it with water weak but not blisteringly fast Pokemon such as Charizard-Y (though this hurts Lumineon's best attack, Scald), Heatran and Krookodile. Whatever you feel needs water redirection.

I only did this spread very quickly, only bothering to calc for Adamant Mega Khan's Return - but that is one of the most powerful (and common) neutral attacks going around, so I figured I should. I just dumped the leftover EVs into Special Defense, which coincidentally lets Lumineon (barely) survive a Draco Meteor from Timid LO Latios.

Lumineon @ Sitrus Berry/Leftovers/whatever
Ability: Storm Drain
Level: 50
EVs: 252 HP / 140 Def / 4 SpA / 36 SpD / 76 Spe
Calm Nature
- Tailwind
- Scald/Icy Wind

The speed lets it outspeed Adamant Scarf Terrakion when Lumineon is under Tailwind. Icy Wind is a great move in the format, but Competitive and Defiant Pokemon are pretty common so you might prefer to just try and burn.

Fixing it is really simple:

a) give it reliable recovery (any 50% recover move)
b) boost speed by +20 (111 is a nice benchmark)
c) give it either Hurricane or +20 special attack or Quiver Dance

two out of these would put it in UU/RU, all three and it could be easily used in OU (but not a threat)

A signature move that is an offensive version of Aqua Ring. Deals 1/16 of the enemy's max HP per turn, 1/8 in the rain. Lasts until the enemy switches. That could give it quite the niche.

Also, it wouldn't trap, and it would be a status move and not an attacking move, meaning you can avoid some nasty caveats from attacking. Doesn't trap, just deals a nasty amount of damage and gets boosted in the rain.
